I have him monitoring his own apartment because it's something I would do. I didn't make it clear the apartment isn't where he lives, but I will--if you're confused about that, everyone else must be too. :)
The buzz of voices are the monitors with Lex on them, hundreds of them. I'll make that clearer too. Think of this room as the CoCK magnified to ridiculous proportions.
