I have just read this fic for the first time over the last week. I don't know how I missed it in the fandom for all these years. I really, really enjoyed it (especially introducing Harry and Vic as sympathetic, if screwed up, parts of Lex's life).
I also like how you didn't tie everything up with a little bow, so there's still room for interpretation.
I do wonder what happened to Whitney though. I really liked your version of him and I wanted to find out how he coped with his powers.
