I'm not really acquainted with the 'traditional' DC version of the Green Arrow. All I know is that SV's version of Oliver Queen is an absolute monster who poses as a hero...and most of the people around him are dumb enough to buy the act. Which, I think, is partly why Queen hates Lex so much: Lex KNOWS that Queen is a monster.
