You could be right on the hugging thing, but still, it almost seems wrong for Sam not to touch him at all. Unless Sam didn't think he could handle it.

Either that or Sam was in total horror/awe of Dean's confession and just didn't know how to react. He was affected. That was obvious though the scene didn't show much of him. Maybe Sam just couldn't process what was going on. Even when their dad died, Dean didn't break down like that.
